    三期工程进展 

    三期工程各项目进展顺利,预计年内将交付首两个泊位。

    ·          首个泊位投产在望

     

    根据最新进度,首个泊位将提前于2003111日投产,计划年底再建成第二个泊位及20万平方米面积的堆场,2004年底建成另两个泊位,全部工程将于2005年底完工。

    ·          工程进度

     

    港池与航道挖泥于7月10日开工。总长360米的第一泊位已完成约100米,剩余部分正进行最后的平台施工;第二泊位已开始码头平台施工。

    地基处理已完成28万平方米。堆场已完成8700平方米;房建:两个变电所已完成,码头办公室、消防站和储物仓库等建筑物正在进行基础施工。电气设备已定购,正在制造中。

     

    ·          操作设备到货

     

    盐田国际为三期工程定购了10台岸吊和27台龙门吊。配合首两个泊位今年年底投产,717日和87日已收到了首两批共18台轮胎式龙门吊,其余设备均将在年底前运抵盐田。

     

    内外交通  日臻完备

    在码头操作高峰期到来之际,盐田国际今年以来在疏港交通所作出的努力,部分已陆续到位。同时,盐坝高速、盐排高速、明珠立交和筹划中的港区第二条通道都正按计划进行,待这些基础设施建成,加上平盐铁路,将形成一个以港口为中心、四通八达的疏港交通快速网络。

     

    ·          进闸口扩建工程

    610日完工,新增三条车道,使进闸口总车道增至12条,极大地提高了进闸处理能力。

     

    ·          缓冲停车场

    710日完工,该缓冲停车场位于进港临时通道附近,面积约3万平方米,可提供260个车位,它的建成将增加港区在高峰期处理拖车的能力。

     

    ·          盐坝B段通车  盐排开工

    2003年7月10日,盐坝高速B段(盐田港至葵涌)正式通车,使深圳东部葵涌和深圳大工业园区等地货物抵港仅需15-30分钟;同日,联结盐田港区与机荷高速公路的盐排高速公路开工,盐排高速全长15.2公里,它将于2005年通车,以配合盐田国际三期工程的投产,届时它将成为直通东莞与惠州的疏港快速通道。

     

    ·          明珠立交桥

    基础施工基本完成,墩柱完成了85%,桥面施工已全面开始。

     

    ·          “盐田—常平” 集装箱快运直达服务开通

    71日起,平盐铁路新开“盐田—常平” 集装箱快运直达服务,每日往返两地,提供门到门的全程运输,海关手续简便。

     

    东部平台启动  实现空箱电子报检报关

    2003年7月15日,东部平台第一阶段项目—“空箱进口自动系统”投入使用,标志着深圳海关、大鹏海关与盐田国际携手开发的“深圳东部平台”正式启动。

     

    海关为了进一步提高通关效率,于5月1日开始在盐田试行“空箱进口自动系统”,该系统的正式运行,不仅有助于海关对空箱进口进行安全、可靠、规范的监管,而且加快了空箱流转的速度。

     

    “深圳东部平台”是要将口岸相关执法单位和码头、船公司、货代、船代、运输公司和报关公司等相关企业的数据联网共享,实现电子报检报关,加速单证流转,缩短货物滞留码头时间。

     

    操作服务

    盐田国际近期再推出新举措,加快集装箱和街车在码头内的流转速度,提高码头的处理能力。

     

    ·          外堆场

    20036月底起,盐田国际对其分置在八个外堆场的空箱,按不同船公司及尺寸进行分类堆放,以提高街车提箱速度。

     

    另,2003728日,平盐铁路堆场改造工程完成了约24,000平方米,并交付盐田国际作为外堆场使用。该改造工程自今年5月初动工,改造后的空箱堆场和操作场地共计面积9万平方米。

     

    ·          港讯铃

    2003年8月21日,盐田国际外堆场语音提柜系统“港讯铃”开始试运行。拖车司机可在提箱前一小时,拨打热线电话,获取所需提箱地点、台风和闸口情况等信息。这是继2002年11月盐田国际推出的手机短信息服务后,再为拖车司机提供的第二项信息服务。

     

    ·          吊机模拟器

    2003年8月13日,吊机模拟器到货。该模拟器可仿真操作环境,模拟各种可能出现的操作情景。盐田国际将利用该设备,培训岸吊及龙门吊操作人员,这样既不影响生产操作设备正常运转,又可使练习者具有实战的感觉,并尽快掌握各种操作技能。

     

    地中海航运加盟   全球20大船公司尽聚盐田

    2003610日,世界最大船公司之一地中海航运有限公司(地中海航运)首次与盐田国际合作,在盐田开通Orient Express美洲航线。随着地中海航运的加盟,全球最大的20家船公司均已在盐田开辟航线,提供定期班轮航运服务。

     

    根据统计,盐田国际6月份共增加了4条航线,7月份增加了1条航线。

    ·          69日,新世界联盟在盐田增辟美东航线纽约快航(NYX)。

    ·          6月11日,大联盟新辟“东岸快航2”(ECX2)美洲航线,每两周逢周三挂靠盐田。

    ·          6月17日,由智利远洋、阿根廷马鲁巴航运、墨西哥航运和美国莱克斯轮船联合营运的泛大快航(TPES)美洲航线首航盐田,新航线每逢星期二挂靠盐田。

    ·          7月14日,大联盟开通欧洲航线Loop G。新航线每周一挂靠盐田。

     

    简讯

    2003年6月19日,盐田国际在社区电脑系统“易行港”新增“集装箱公众查询”功能。港区用户通过登陆“易行港”www.easyport.com.cn后,直接输入预约号码或集装箱号码,即可获得有关集装箱的动态信息。

     

    2003年6月举行的深圳报关协会第一次会员代表大会上,盐田国际被推举为该协会第一届理事会理事单位。

    Phase III Progress

    The Phase III Project has been progressing well. The first two berths will be operational by the end of the year.

     

    ·          First Berth to Be Operational in November

    According to the updated schedule, the first berth will become operational on 1 November 2003 while the second berth and a stacking area of 200,000m2 will enter use within the year. The remaining two berths are due for completion by the end of 2004. It is estimated that the whole project will be completed by the end of 2005.

     

    ·          Civil Engineering Works

    Dredging of the basin commenced on 10 July 2003. About 100 metres of the first berth (360 metres long in total) has been completed. The surface slabs and miscellaneous facilities has yet to be constructed on the remaining berth. The second berth is currently under construction.

     

    An area of 280,000 m² of ground-improvement was completed. In addition, an 8,700 m² container yard, and two substations have been built. Foundation works have been carried out for the other buildings, including the marine office, the fire station and warehouses. Electrical equipment has already been ordered and is currently being manufactured.

     

    ·          New Operational Equipment

    YICT has ordered 10 quay cranes and 27 rubber-tyred gantry cranes (RTGCs) for the Phase III Project. In preparation for the first two berths, a total of 18 RTGCs were unloaded at YICT on 17 July and 7 August respectively.  The remaining equipment is scheduled to be delivered within the year.

     

    Sophisticated Port Traffic Network

    To meet the demand of the peak season, YICT has implemented various initiatives to enhance port traffic this year. In addition, Yanba Highway, Yanpai Highway, the Mingzhu Interchange and the planned second access to the port are all currently well underway. Once complete, a comprehensive port traffic network will be established including the Pingyan Railway.

     

    ·          Entry Gatehouse Renovation

    The expansion project of the gatehouse was completed on 10 June. With the three additional lanes, there are now a total of twelve lanes at the entry gatehouse. This has greatly improved gatehouse handling capacity.

     

    ·          Contingency Parking Area Operational

    On 10 July, a contingency parking area of 30,000 m2 was constructed with the capacity of 260 trucks. This has increased the terminal’s truck handling capacity during the peak season.

     

    ·          Yanba and Yanpai Highways

    On 10 July 2003, Section B of Yanba Highway (between Yantian Port and Kuicong) was officially opened to traffic. Via this access, it only takes 15 to 30 minutes to transport cargo from Kuicong and the Grand Industrial Zone of Shenzhen to YICT. On the same day, Yanpai Highway, connecting Yantian port with Jihe Highway, commenced construction. Complimenting the operations of YICT's Phase III Project, the 15.2km Yanpai Highway is expected to be completed by 2005. This will serve as a terminal express-way to Dongguan and Huizhou.

     

    ·          Mingzhu Interchange

    Following the foundation work, eighty-five per cent of column construction has been completed. Construction of the bridge road surface has now commenced.

     

    ·          Yantian-Changping “Express Container” Rail Service

    On 1 July 2003, Pingyan Railway launched a direct “express container” rail service between Yantian and Changping. As a daily shuttle service, it provides customers with door-to-door rail transportation, featuring convenient and simplified Customs clearance procedures.

     

    Yantian Port Launches East Platform for Electronic Declarations of Empty Containers

    On 15 July 2003, the East Platform’s Import Empty Container Declaration system entered use. This marked the official launch of the East Platform system, which is currently under development by Shenzhen Customs, Dapeng Customs and YICT.

     

    On 1 May 2003, Dapeng Customs commenced a pilot of the Import Empty Container Declaration system at YICT.  Increasing the efficiency of Customs declarations, the system enables Customs not only to effectively supervise empty containers but also to accelerate the turnaround of empty container.

     

    The East Platform is designed to accept electronic declarations, expedite the document handling process and reduce the time cargo is required to stay at the terminal.  This is accomplished through the streamlined exchange of data among port administrative departments, the terminal, shipping lines, agents, trucking companies and Customs agents.

     

    Operational Improvements

    Recently YICT implemented further initiatives to enhance terminal handling capacity and to expedite container and truck movements within the terminal.

     

    ·          Off-dock depots

    To improve truck handling efficiency, from the end of June, empty containers in YICT’s eight off-dock depots have been stored according to different shipping lines and container sizes.

     

    Commencing construction at the beginning of May 2003, the railway container yard will total 90,000 m2 when complete. This includes 24,000 m2 of Pingyan Railway’s container yard, offered to YICT as another off-dock depot on 28 July.

     

    ·          Interactive Voice Response System (IVRS)

    On 21 August 2003, the Interactive Voice Response System (IVRS) entered a pilot run. With the system operational, truck drivers can check information on typhoons, gatehouse service and container pickup via phone one hour before arrival.  This is the second information service provided to truck drivers after YICT launched the messaging service in November 2002.

     

    ·          Crane Simulator Arrives

    A crane simulator, used to train quay crane and RTGC operators, was delivered on 13 August 2003. The simulator is able to simulate real crane operation situations. Using the simulator will free up operational equipment for training, while also providing trainees valuable operational experience.

     

    MSC Joins YICT – All the World’s Top 20 Shipping Lines Now Use Yantian

    On 10 June 2003, Mediterranean Shipping Company S.A. (MSC), one of the largest shipping lines in the world, launched a US service named Orient Express at Yantian. This is the first co-operation between MSC and YICT. With this new service, the world’s top 20 shipping lines now offer weekly services at YICT.

     

    There were four new shipping services in June and one in July at YICT.

    ·          On 9 June, New World Alliance commenced its New York Express (NYX), a US-East coast service, at YICT.

    ·          On 11 June, Grand Alliance began its East Coast Express 2 (ECX2), a US service. The new service calls at Yantian every other Wednesday.

    ·          On 17 June, Trans-Pacific Express (TPES), a US service jointly operated by Compañía Chilena de Navegación Interoceánica S.A. (CCNI), Maruba s.c.a (MAR), TMM Lines Limited (TMM) and Lykes Lines Limited (LYKS), was launched. The new service calls at Yantian every Tuesday.

    ·          On 14 July, Grand Alliance commenced a European service, Loop G, at YICT. The new service calls at Yantian every Monday.

     

    Highlights

    ·          On 19 June 2003, YICT uploaded the “Container Enquiry” function to its on-line “easyport” service (www.easyport.com.cn). Port users can now track their containers in real time simply by entering their booking or container numbers.

    ·          At the inaugural meeting of Shenzhen Customs Brokers Association in June 2003, YICT was elected as a founding member of the council.
