    新泊位开启新商机


      —、 盐田国际三期工程首个泊位投产
      2003年10月16日,中远“洛桑”号集装箱船舶顺利靠泊盐田国际三期工程首个泊位,这是该泊位在建成并成功通过工程验收后,首次接纳的第一艘船。它标志着三期工程首个泊位正式投入使用,为盐田国际迈向世界级集装箱大港奠定了坚实的基础。
      伴随着三期工程首个泊位的投产,新一代系统nGen也开始投入试运行,它将逐步取代原码头操作系统。这是盐田国际紧跟信息技术日益更新的步伐,与香港国际货柜码头共同研制的码头新一代电脑管理系统,以适应不断增长的码头操作需求。
      此前,三期工程首个泊位已于2003年10月15日通过了工程验收委员会验收,并为三期工程其余泊位以及堆场的陆续投产揭开序幕,至2003年底,盐田国际将建成第二个泊位及20万平方米的堆场,2004年中及年底建成另两个泊位,全部工程将于2005年底完工。
      二、疏港交通 再趋完善
      2003年9月2日,深圳市遭受自1979年以来最強的台风──“杜鹃”的袭击。港区交通经受了严峻的考验,但政府、盐田交警、盐田国际及盐田港集团通力合作,及时采取预先制定的交通应急方案,使港区交通在台风后数小时迅即恢复畅通。
      为了更好地应对台风季节,9月5日,盐田国际、盐田港集团与深圳市高速公路股份有限公司(深高速)商定:今后,如遇台风等紧急情况,深盐路上的拖车可利用盐坝高速公路进行疏导,以减少进出港拖车对深盐路正常交通的影响;对于所发生的过路费用,深高速提供过渡优惠,其余费用将由盐田国际及盐田港集团共同分担。
      另,9月8日,深圳市副市长刘应力、深圳市政府副秘书长汤耀治及盐田区政府有关领导前来盐田国际,现场调研和解决盐田港区的交通问题。刘应力副市长表示,政府将全力支持,促使相关单位加强协作,保障港区周围交通顺畅。
      三、通关环境  不断优化
      为了进一步改善盐田港通关环境,盐田边检及盐田国检等口岸单位继续利用高科技,使监管方式实现电子化、信息化,以简化报检和检验程序,大大提高通关速度。
      2003年8月11日,“盐田边检出入境报检中心”动工兴建,预计明年初可望建成。届时,所有挂靠盐田的国际干线船舶将全部获准实行“即靠即作业” 的船舶预检制,这将大大缩短船舶等候时间。
      2003年8月中,盐田国际向盐田国检开放“易行港”电脑系统有关接口,实现进口空箱预检。盐田国检局可提前向码头发送查验、放行指令,实现无纸化操作及非疫区空箱的快速直接放行。
      四、工程部采取“弹性维修制”保障操作设备正常运转
      自今年初起,盐田国际工程部在岸吊维修保养方面,实行了“弹性维修制”,充分利用船舶离港时岸吊休憩的时段,不停机地对岸吊进行检查维护,有效地保障设备正常运转。
      配合码头操作需要,工程部还在码头设施设备方面采取措施,包括对一期加油站及原铁路线进行改造,扩建进闸口通道,新建二期加油站、临时缓冲停车场和三期岸吊临时供电站,升级改造一些岸吊和龙门吊,充分合理使用码头设施和设备。
      此外,工程部实行了主管轮值制,增加抢修力量,外租一台“交通拯救车”,强化承包商抢修队伍,並检讨现有的应急预案,为工程技术人员专门开设有关设施和新设备的培训課程,从整体上提高设备抢修效率和处理突发意外的能力。
      五、简讯
      1、2003年9月26日,经深圳市第五届守法纳税大户评审小组严格评选,盐田国际再次荣获由深圳市政府授予的“守法纳税大户”称号。
      2、近期,盐田国际又迎来了新的合作伙伴 – 英国荣昇海运有限公司,该公司目前已在盐田开辟了美洲航线TPS。迄今,在盐田开辟航线的船公司已增至39家。
      3、2003年9月23日,占地210平方米的吊机模拟器培训中心正式启用。盐田国际投入约六百万元人民币,从美国引进了一台具有世界领先技术的吊机模拟器,使操作人员在上岗前,可在室内進行仿真操作,這是和记黄埔港口及华南地区引進的第一台吊机模拟器。盐田国际还计划在明年再引进一台,以满足三期发展的培训需要。

      六、“达飞盐田”号首航盐田
      2003年9月17日,达飞轮船旗下 “达飞盐田”号集装箱货轮首航盐田国际。这是继“中海盐田”、“铁渣盐田”、“北欧亚盐田” 和“阳明盐田”之后,第五艘以盐田命名的集装箱货轮。
       “达飞盐田”号全长295米,运载量为4,300标箱,时速24海里,最大吃水为12.6米。今年9月初,“达飞盐田”号在韩国三星造船厂建成后,即投入达飞轮船和北欧亚海运联合运营的美洲航线泛太平洋快航(TPXW)的服务。该航线逢周一挂靠盐田,依次行驶釜山、上海、厦门、盐田、香港、釜山、洛杉矶、温哥华和釜山,全程往返需时35天。
      目前,达飞轮船正在积极提升其美洲航线的运力及服务水平,并陆续以4,000标箱货轮代替原来在该航线上运行的3,000标箱货轮。而“达飞盐田”是继“达飞太平洋”之后,达飞轮船在其美洲航线(TPXW)上投入的第二艘同类型、同级别集装箱货轮,这艘新船的下水及首航盐田,标志着达飞轮船美洲航线扩张计划的稳步实施。
      “达飞盐田”的命名,是达飞轮船对盐田国际世界级服务的肯定。为配合船公司不断增加的运力,盐田国际不断加大码头设施、设备及人才培训等方面的投入,确保码头高效运作。
      七、中海在盐田新增美洲线AAC
      2003年9月24日,中国海运正式在盐田开通美洲线Asia America Central Service(AAC)。中海共投入5艘货轮运营AAC。此航线逢周二挂靠盐田,依次行走厦门、宁波、上海、盐田、长滩、芝加哥和温哥华。至此,中海在盐田开通的美洲线增至3条。
      八、盐田国际荣膺“2000-2002年度全国百家优秀明星侨资企业”
      2003年9月29日,在北京人民大会堂召开的“2000-2002年度全国百家明星侨资企业”表彰大会上,盐田国际以名列第五的佳绩受到嘉奖表彰,是全国唯一一家当选的港口企业。
    此次评选由国务院侨务办公室举办,并计划今后每三年评选一次。参选企业经由各省市严格筛选,并由国家评选委员会通过对其销售额、纳税额以及环保等指标的考评,最终确定100家明星企业。
      盐田国际作为大型外商投资企业,自1994年正式运营以来,积极参与区内经济建设,凭籍高效操作与服务,在港航界取得了良好的商业声誉,并先后荣获全国外商投资出口先进企业、中国进出口最大500家企业等多项荣誉,其业绩及贡献获广泛认可。

    国务委员唐家璇作为本次表彰大会的主礼嘉宾,出席并发表重要讲话,他赞扬侨资企业为中国经济发展和社会进步作出了多方面的贡献。国家领导人吴邦国和吴仪出席了随后为侨资企业举行的系列活动。

    New Berth Brings New Opportunities
    ----the First Berth of YICT’s Phase III Project Becomes Operational
    On 16 October 2003, COSCO’s container vessel “Lausanne” successfully called at the first berth of the Phase III Project at YICT. This is the first vessel received at the berth since its construction and engineering acceptance. The event marks the official launch of the Project’s first berth, laying a solid foundation for YICT’s aim to build a world-class container terminal.
    With the opening of this berth, the “Next-Generation System”, nGen, has also been put into a trial run. This new system will gradually replace the existing terminal operation control system. YICT and Hongkong International Terminals (HIT) have jointly developed the system to keep pace with the increased demands of the terminal operations.
    Passing the inspection conducted by the Engineering Construction Examination and Acceptance Committee on 15 October 2003, Phase III’s first berth is a “curtain-raiser” for the successful completion of the other berths and yards. It is expected that the second berth and a container yard of 200,000 m² will be completed by the end of 2003, while the remaining two berths are due for completion by the middle and end of 2004. The whole project will be completed by the end of 2005.
    Port Traffic Improvement
    On 2 September, Shenzhen was hit directly by Typhoon Dujuan, the fiercest typhoon since 1979. There was a severe test for traffic at the port. Thanks to a series of initiatives taken beforehand, the local district resumed normal traffic within a few hours, through the joint efforts of the Government, Traffic Police, YICT and Yantian Port Group (YPG).
    In order to minimise the impact,  on 5 September, an agreement was reached among YICT,YPG and Shenzhen Expressway Co., Ltd.( Shenzhen Expressway), with immediate effect that  truck traffic in Shenyan Road would be diverted to the Yanba Highway during emergency situations, including typhoons.  Moreover, Shenzhen Expressway would offer a transitional discount on tolls, with YICT and YPG paying the remaining amount.
    In addition, on 8 September, Mr. Liu Yingli, Vice Mayor, Mr. Tang Yaozhi, Vice General Secretary of Shenzhen Municipal Government; and officials from Yantian District Government attended an on-site meeting with the focus to improve port traffic at YICT. At the meeting, all parties committed to co-operating among the relative departments and keeping smooth traffic flow around the port.
    Simplified Port Administration 
    In order to streamline port administrative procedures at Yantian Port, Yantian Frontier Inspection and Yantian Inspection and Quarantine (YIQ) have continued to upgrade technologies deployed in the areas of electronic supervision, information exchange, and simplified inspection and quarantine. These efforts have resulted in a more efficient cargo flow in the port.
    With an estimated date of completion at the beginning of next year, the Yantian Exit and Entry Frontier Inspection Centre commenced construction on 11 August. All international line-haul vessels will be allowed to practice pre-inspection procedures when it is complete. This will substantially reduce waiting time for the vessels.
    In mid-August 2003, YICT was linked up its “easyport” system with the inspection system of YIQ, making it possible to implement the pre-declaration of imported empty containers. The bureau will send instructions on inspection and release to the terminal in advance. This method will be a paperless operation, and will release empty containers from non-epidemic areas directly.
    Engineering Department Implements a Flexible Maintenance System to Guarantee Stability of Operational Equipment
    At the beginning of this year, YICT Engineering Department implemented a Flexible Maintenance System in maintaining and repairing quay cranes. Since then, there has been no need to freeze equipment before maintenance and repair. Instead, work is done when quay cranes are idle following vessel departures.
    To cope with the requirements of terminal operations, the department has also taken other initiatives to make better use of terminal facilities and equipment. These efforts include the renovation of the gas station and original railway line in Phase I, increasing lanes in the entry gatehouse and upgrading some quay cranes and RTGCs. Moreover, a gas station in Phase II, a contingency parking area and a temporary power station for Phase III quay cranes were constructed.
    The department has also practised a system of having superintendents on duty and increased repair manpower, renting a towing vehicle and enhanced subcontractor management. They have reviewed present emergency plans and designed special training courses on related facilities and new equipment for the engineering staff, to raise equipment repair rate and emergency capabilities.
    Highlights
    ·           On 26 September 2003, YICT received the title of “Main Legal Taxpayer”, which was granted by the People’s Government of Shenzhen Municipality after strict screening by the panel of the Fifth Round Main Legal Taxpayers of Shenzhen.
    ·           Recently, YICT welcomed a new partner, Hatsu Marine Limited. The company has opened a US service TPS at Yantian. To date, a total of 39 shipping lines have deployed shipping services at Yantian.
    ·           On 23 September 2003, , the Simulator Training Centre officially entered use with an area of 210 m2. YICT has purchased a state-of-the-art simulator valued at RMB6 million. With the equipment, new operators can be trained indoors before they start their work. This is the first simulator in southern China and HPH. YICT has planned to order similar equipment next year to cope with the training requirements of the Phase III development.

    http://www.easyport.com.cn), a community computer system. It is now convenient for English readers to obtain on-line container information in real time.
    “CMA CGM Yantian” Maiden Call at YICT
    On 17 September 2003, CMA CGM’s container vessel "CMA CGM Yantian" called at YICT on her maiden voyage. This is the fifth container vessel christened with the name “Yantian” following the vessels “CSCL Yantian”, “P&O Nedlloyd Yantian”, “Norasia Yantian” and “YM Yantian”.
     “CMA CGM Yantian” is 295 metres long with a shipping capacity of 4,300 TEU, a speed of 24 knots at full load and a maximum draft of 12.6 metres.  After being manufactured by Samsung Ship Yard in Korea at the beginning of September 2003, “CMA CGM Yantian” was immediately deployed on the American service, Trans Pacific Express (TPXW), which is jointly operated by CMA CGM and Norasia.  The service calls at Yantian every Monday with the rotation of Busan, Shanghai, Xiamen, Yantian, Hong Kong, Busan, Los Angeles, Vancouver and Busan, a round trip of 56 days.
    Currently, CMA CGM is enhancing its shipping capacity and the service standards of their America services by gradually replacing 3,000-TEU vessels with 4,000-TEU vessels.  “CMA CGM Yantian” is identical to “CMA CGM Pacific” operating on the TPXW service.  The launch of the new vessel and its inaugural call at Yantian signifies CMA CGM’s successful expansion on the America trade routes.
    By christening the new vessel “CMA CGM Yantian”, CMA CGM has recognised YICT’s world-class service. To cope with the ever-increasing shipping capacity of shipping lines, YICT will continue to upgrade terminal facilities and equipment, and strengthen personnel training to ensure the operational efficiency of the terminal.
    China Shipping Launches New US Service AAC
    On 24 September 2003, China Shipping commenced its Asia-America Central Service (AAC) at YICT. With the deployment of five vessels, the new service calls at Yantian every Tuesday with the rotation of Xiamen, Ningbo, Shanghai, Yantian, Long Beach, Chicago and Vancouver. This additional service has brought the number of US services operated by China Shipping to three.
    YICT Receives an Award in “100 Star Enterprises of Overseas Chinese in China, 2000-2002”
    On 29 September 2003, YICT was recognised as the fifth of the “100 Star Enterprises of Overseas Chinese in China, 2000-2002” at the People’s Great Hall in Beijing.  YICT was the only company in the port industry which received the honour.
    This is the first year such an award has been presented to overseas Chinese enterprises in China.  The Office of Overseas Chinese Affairs plans to hold the awards every three years. All candidate enterprises are strictly screened by the provincial and municipal governments and then reviewed by the State Panel Committee in terms of their sales revenue, tax payment and environmental protection.  Subsequently, 100 finalists are selected as star enterprises.
    As a large foreign-funded enterprise, YICT has participated in the economic development of its local district since commencing operations in 1994.  Offering world-class container terminal services, the company has established a good business reputation in the port and shipping industry. YICT has received several notable awards including the Advanced Enterprise of Foreign Exporters in China and the Top 500 Enterprises of Import and Export in China.
    Mr. Tang Jiaxuan, the State Councilor, was the ceremony’s guest-of-honour and delivered a keynote speech to praise the overseas Chinese enterprises for their great contributions to the economic development and social progress of China. The state leaders, including Mr. Wu Bangguo and Ms Wu Yi, attended the subsequent activities held for the overseas Chinese enterprises.
